4Ft -T8 Efficiency

I'm using 2- 4' fluorescent fixtures with 4 T8 bulbs per fixture,to start some of my vegetables. How many standard flats can I effectively use under each light?

I've been using the $20 T8 shop lights from Home Depot for awhile now. I've had some success with a full flat of lettuce. When trying to grow flowers and some veggies I have to place the fixture very close to the plants (2''-4'')so I cant really do a whole flat at once.

I'm not an expert but i'm sure it'll depend on the fixture and what you're growing.

How many bulbs? What brand of fixture?

I have 8 bulb 4ft (6400k T5HO's) fixtures and I get4-5 flats under them but need to move them around a little. I also hang Mylar off of the log sides to help concentrate the light.
