Yes, normally they pop up a few at a time.

The others may be a little deeper, or other factors like moisture.

I just experienced that, so I would also say, that's how it goes!

In fact, some peas I planted back in late February that I had given up on, are finally now just germinating. And for the beans, planted on same day in same pot, so the microenvironment would be veeeery similar, 2 germinated around the same time. A third one came up a few days later and then promptly dried up and died. Another 2 came up days later, and the sixth one is still to be seen. (I overseeded in the pot to make sure some come up and stay healthy, since I have already lost one seedling to what looks like the actions of a cutworm or slug)
