I would say you should upgrade to something like a t5. You can find them for 20 bucks and you can get them up to like 90 watts. Just make sure they have a high lumen count. Fluorescent lights are hard to make any plant grow well especially if the plant likes to get tall. The plant can only get the light that is within four to six inches from the plant.

Your light setup sounds fine provided you are using it for seedlings that will be transplated outdoors. Just remember to keep the top of the seedlings as close as possible to the top of the lamps (max 2").

I've been using shoplights with T-8 cool white bulbs for years and have had excellent results with growing seedlings.
