60-75* is fine

I think this is the same advice given to you when you first posted your question on the 'starting from seed' forum.

How big are your peppers? Not that is matters, I am jsut curious : )

When I made the first post I did not realize I was not in this forum. So when I looked for it later and could not locate it I assumed a glitch and re-posted.

My bell peppers are growing very slowly compared to my heirloom toms which are under the same lights. The first pair of true pepper leaves have just formed on the 2 inch seedlings while the taller toms all have 3 or more pairs. I am keeping the mix temp at 65 deg.

Tomatoes grow much faster then peppers.

Keeping them on heat or increasing the surrounding heat will speed the peppers along until the first true leaves. It seems I have stunted a few when taking them off the heat before the first true leaves. They will catch up to where they should be once they get about 3 sets.
