Seedlings or mature plants?

currently I have very early seedlings under a 3 foot 2 globe with a cool white and a warm whit (2x36 W) T8
in my hopefully fully growing system I currently have 2 rows 2metres ling with 2 4' battens above each, there are 3 plants per metre.

currently the seedlings in that system are about 15cm high

should I give any further info?

For seedlings, you can keep them as close as the containers allow. No reason to spread them out.

The fluros are fine for seedlings if you keep them just above the top of the plants but not near strong enough to raise mature plants.

what would be the minimum I can get away with for fairly smallish type chili bushes?

I want to keep my overall electricity bill down if I can

I never had any luck with less than 7,500 lumens bare minimum but would recommend close to double that for fruiting - something like 2 105 watt CFL bulbs. (~$9/mo. in electricity based on 10¢ per Kw/hr. running 14 hours per day)

as in 2x105W CFL per plant?

further info - they should end up being about 30cm W x 40cm H
