That sounds fine for starting seedlings, assuming the trays are close to and directly underneath the fixtures. I assume these are 28 watt T5 bulbs? You would need to get most of those plants into some intense sunlight before they start to want to flower in a few months, but those lights should work fine for getting them started.

No they are t12. I will be planting then outside cme end of April. So just for starting before end of frost.

How many watts and how many seedlings? My advice would be to go ahead and try to keep the bulbs as close the the tops of the plants as possible to avoid stretching of the seedlings. Also a small oscillating fan in the area, blowing ACROSS the plants not directly on them, will help beef up their stems quickly.

I think that is still fine for getting them started until last frost with leafy growth so long as the lamps stay close to the seed bed.
