bugs or disease?

I planted a bunch of lilies this spring and all are doing great, except one that is in a separate bed from the others. The others are about 2 feet tall, but this one that's by itself is maybe a foot, probably less--they were planted at the same time and are the same kind. It was getting little buds on it like the others so I didn't worry much about it, until today I noticed the buds have black areas where something has eaten through or deteriorated the buds. I'm assuming some sort of bug is after them, but have no idea what to do about it.

There is nothing on the leaves that looks unusual, it's just the flower buds. I don't think it can be saved because every single bud has the spots on 2-3 sides! Any suggestions? It's only hitting this one lily for some reason...it's in a separate place from the others that are thriving.
