Growing under Lights

I started my begonia bulbs a couple weeks ago and there are what looks like long white filaments or hair on top of the soil, and they move. What are they and what do I do about them? Right now I have the entire pot/plant enclosed in a baggie, but I'm concerned that will be too much moisture as the leaves have sprouted.

The larval form of fungus gnats are worm-like, usually a sign of too much moisture.
It is said that placing a slice of potato on the soil surface will sometimes attract the feeding larva, but I have no experience with that.
I'd get them outside as soon as possible and hope the larvae haven't eaten all the roots.
