Now is not a good time to be moving lilies or any bulbous plant for that matter. You really want to do it in late fall or early spring when the plants are dormant. If you move them when they are in growth there is a strong chance they will not flower that year. - Ian.

I might just have to live with no flowers this year from them. That flower bed has been overrun with quack grass. I need to dig it all out and start fresh...and I am afraid if I don't do it now it won't at all....again!

I have moved lilies at this time of year with good success. It's not ideal but it can be done. Try to get a good chunk of soil with your bulbs so as not to disturb the roots to much. You may have to dig and replant them again in the fall to be sure you don't have quack roots with them.

If they are only 4" tall, you can move them even without the soil. Just dig up gently. Absolutely NOTHING will happen as long as the shoot does not brake. I have done it dozens of times. Lilies with flower buds would need support and there would be a risk for bud abortion.
