I would say only if the seedlings havnt been in the hydro system for long could you transplant them. When plants get used to hydroponics they get very "spoiled". When plants have been in hydro for a good portion of their life and say the pump goes out. Within hours the plants will be wilting and dying.

I would suggest getting a plastic tray that will hold a bunch of rockwool cubes and start your seeds that way. After they root and are ready to transplant you can move them to wither soil or hydro without them throwing a fit.

Treat them like cuttings when you first transplant. It can be done and it isn't really that hard.

We grow daylily seedlings in a hydro unit, in coir, and we move them from the trays to the ground with no hardening off. They are grown in the unit for 4-5 months. Yes, they do flop the first few days but within a week, they are up and growing.

We have also lost power for several days and have not had any problems with the plants once the electricity is back on. The temps in the grow area went to 50 degrees, no lights for two or three days and they never missed a beat once the power returned.
