I had this happen to me a few years back.I applied 13-13-13 to 8 rows of PEPH peas and the vines were beautiful.They were 4' tall and had no blooms.Had an old-timer tell me it was due to too much nitrogen.Since then I have held back from using fertilizer until seeds germinate.Then I side dress with small amount of 8-8-8.Had the same experience with Willowleaf runners.He plants his peas after he picks corn in the same rows with little or no fertilizer with good results.Too much nitrogen means nice looking plants and no peas.I have tried this and it works for me.
