New bulbs have stems/foliage but no buds...why?

I'm still new enough to lilies to not know whether I have a problem (disease?) or if this is semi-common.

Most of the lily bulbs I planted have come up and have huge buds and/or blooms (orientals and an orienpet). But I noticed that a few of them have short stems (but healthy looking), with foliage but no buds appearing. Is this due to not enough fertilizer, a disease or ? They are planted next to ones of the same kind that are blooming or about to bloom. Thanks! :0) Phyl
