New bulbs have stems/foliage but no buds...why?

I'm still new enough to lilies to not know whether I have a problem (disease?) or if this is semi-common.

Most of the lily bulbs I planted have come up and have huge buds and/or blooms (orientals and an orienpet). But I noticed that a few of them have short stems (but healthy looking), with foliage but no buds appearing. Is this due to not enough fertilizer, a disease or ? They are planted next to ones of the same kind that are blooming or about to bloom. Thanks! :0) Phyl

Hello!

It sounds like these bulbs were simply not mature enough to flower this season. If they are slim stems that look healthy, these should flower for you in the future.

Now, ifyou have fairly mature stems that are at least 2-3 feet with a lot of foliage, but no blooms. The buds might have aborted somehow. While this is kind of rare, it is often a season thing, but it'll be another year until these can flower for you.
