Can I grow some decent ConeFlower aka Echinacea under a 250 mh?

Im doing an Aquaponic experiment and am trying to grow them for med purpose. I wonder if such a small light will give the needed results.

It blooms in the summer so MH is perfect spectrum, Im just concerned about intensity as it pertains to the plant creating needed chemicals.

Im not trying to mass produce roots just enough to provide fam and friends that are on the organic tip.

will be doing other herbs too, but mostly focused on *E*. Will probly do some Rur, lavender,etc. but I only have enough room for about 8 four inch pots in the homemade system Im in the midst of creating.
