This is a very common occurrance with rebloomers. Most of them rebloom in the fall, and many of them get blasted by frost. The bud will not survive a hard frost. Most gardeners accept this fact and let fate fall where it may.

If the stalk is mature and the buds are starting to show color, the stalk can be cut and brought indoors to bloom, but that's not going to work with an immature stalk like the one you describe. You could dig the plant and overwinter it in your house if you're really determined to see it bloom, but the root disturbance may cause it to abort the stalk anyway. The plant is probably better off staying in-ground and allowing nature to take its course.

Such is the way with rebloomers.

The worse part is that now that that fan has put up it's ill fated stalk, it likely will not put up a new stalk next spring.
That's why many of us don't buy rebloomers. Sometimes they become defacto neverbloomers.
