Your plant sounds like it may have the fungus infection called powdery mildew. It may also have an infestation of white mites. Take a look under the magnifine glass and see if they are actually tiny bugs.

Yes more than likely a fungus of some sort. Take i teaspoon of bleach to a gallon of water, use a paper towel and wipe. good luck!
