Good time to prune?

I planted a red maple in my back yard three and a half years ago. It's been doing fine. It's trunk is 2-3 inches in diameter and it's achieved a height of 10 - 12 feet. However, the lowest branches are like little twigs and look pretty scrawny compared to the main ones above them. I'd like to remove them but wasn't sure what the best time of year would be. Is this a good time, or is it better to wait until summer?
