Many of my maples are waking up and putting out leaf.

However, I notice on some of my little guys (one gallon size), that branches and leaves are out from below the graft much earlier than the branches & leaves above the graft.

This is the rootstock growing, right? I can just snip that undesireable growth right off, correct?
