I'm not sure hardiness plays into the equation - Royal Red is considered a bit less vigorous than Crimson King, with slower growth. Color is similar with both in season and in fall. Yes, both will have those "spinner things" - produced in abundance and one of the reasons Norway maples are considered invasive.

Hardiness is not a concern in your area.

Besides a very solid constitution, there are few redeeming features of the Norway Maple group for a gardener.

- self-seeds everywhere
- low canopy that; a) is too dark to grow anything under, and b) requires judicious pruning when young.
- surface roots that suck out all soil moisture until you think you have a patch of west Texas in your very own garden

'Franksred', being an Acer rubrum could if anything grow larger than a purple-leaved Norway maple. And would be expected to get big more quickly. With either you are liable to be planting a big tree as both parent species grow over 60' tall; contrary to recurring depictions of it growing to 35' 'Crimson King' over 50' tall are known in Seattle.

Another option is Crimson sunset, a cross between acer truncatum and Norway maple.
