Yes, it really would be better to do this when new growth is set to begin. I do heavy pruning in late winter--sometimes late February if winter is mild but more often in March. There is not that much else to do in the garden at that point and my evergreens are ready to begin growing vigorously. Right now, they are beginning to shut down slowly as daylight decreases.
