Japanese Sunset Maple

I planted a Japanese Sunset Maple about six weeks ago. It has done great! It's in full sun, and has good drainage. Today, I noticed round, white spots on the leaves. These spots aren't rough or raised;it almost looks like a dark article of clothing would if you were to dip, say, a Q-tip into chlorine bleach, then press it to the cloth.

I'm absolutely sick about this. This is the same area where I planted knock out roses (about the same time), and I had to post a message about those last week--yellowing leaves, and dry new buds.

This particular area was never the best for growing grass, and it was next to an existing island full of trees. We have tried everything for 13 years with no luck. This spring, we extended this island, and planted more trees and knock out roses. In the past, we've had dump truck loads of top soil hauled in, so it's not like the soil there is solid clay, and poor. I also mixed in good soil when I planted.

Am I fighting a losing battle here? If so, it's been a lot of hard work for nothing. One rose looks nearly gone, and I'm worried about this maple. Can anyone help?
