Your state Department of Agriculture could probably answer your questions. I have some faint memory that some states are more difficult to ship to than others, due to the possibility of introducing disease and insect infestation on the plant or in the soil.

You can for sure expect serious regulations for CA and AZ. Depends on the type of plants. If you look through many catalogs, you'll find restrictions for various items for different locations. I suspect most states require a greenhouse/nursery permit for this kind of operation. PA does.
