Mine grew in full shade. (Well, one might have gotten a tiny bit of light, but for the most part it was full shade.)

You are going to need a fence or trellis of some sort for it to climb on to get up to the deck. I would go with a pretty substantial piece of fencing or make one out of lattice. They are a woody vine and get heavy.

You don't need to be in any hurry; mine were very slow to get started.

Did you know that Schizophragma hydrangeoides 'Moonlight' was introduced by Brookside Gardens in Wheaton? Do I understand that you want it to climb the footer of your deck? That should be no problem, they cling to anything, wood, al siding, glass, stone. The shade will not be a problem, maybe beneficial, but they are SLOW to get started.
