The best time is from when the leaves just start emerging to before the shoots start elongating. You just put a shovel under the clump and dig it up. Its not deeply reooted.

Then you break off the individual almost bulb like pieces or sections of them and each one or clump can be replanted. Monkshood tends to develop into a ring with the center woody and nonproductive. So you can discard the center of the clump. Or after I harvest a number of individual shoots, I replant a clump that is about half of the original and spread the remaining quarters to new sites.

The new clumps usually bloom the second year if they are happy.
