Night-blooming cereus...feed?

My Night-blooming Cereus bloomed last year, just about July 4th or so. This year I don't see any buds on it, and also the leaves seem very yellow. It's in a hot sunny spot in my garden, but we've had a fairly cool and rainy spring here in zone 6/New England.
1) Should I feed it, and if so, with what?
2) Should it have set a bud by now?
