Now is an excellent time! Tea roses will need to be buried with their grafts below soil level about an inch, own-root bury as recommended on the label or approx where there were buried in their pot. They'll have just enough time to start getting a little bit root established before winter, then literally bury them in mulch (there are recent post replies I have made regarding how in the past couple weeks, please check for those or let me know and I'll post it again) and they should be fine if the are good and healthy now come spring.
