It may be normal, my knock outs have red leaves too, but they only start that way, then turn to the normal green. There is a viral disease called rose rosette that has distorted red leaves and excessive thorns. Google it for pics and see if that's what yours looks like. My guess, though, is that your rose bush is fine.
