There are a lot of shrubs that grow to that range. What is the sun exposure, width, soil conditions and moisture like? What do you consider a tree fence? Have you looked at arborvitaes?

Good sun, not to wide as I don't want it to grow over neighbors property. the soil is good and within range of my sprinklers. Arborvitaes are sort of what I mean by tree fence. Any other suggestions?

That's why width is important here. It is hard to go higher than a 6 feet fence line without going wider too. Vines can do it but the support would probably be over the code requirements. Also, you say you don't want it to go over the neighbors yard. So if you don't want a narrow Christmas tree like plant, you would have to give some width. Does it need to be evergreen?
Some taller shrubs/ trees I have are Southern magnolia and Prague's Viburnum. You could also mix it up.
