Seems to be male and female plants though I never knew that.
Your not the first poster who thought something was wrong with their pussy willow when it went to flower.

I was thinking of planting a dwarf weeping pussy willow tree this spring, so I was glad to see that you're happy with yours! Did you get it locally or through a catalog? How does it look/change throughout the year?

Believe it or not, I found it at Home Depot last year at the end of the season on sale. At the time, I did not know that I was buying a rare tree. It's quite large today -- about 5' tall; it was a nice size when I bought it. I guess it is about 4' wide.

One of the first plants to show signs of Spring, the WPW came into furry bloom in Feb, but actually had some little catkins peeking out in the winter. The catkins are beginning to yield numerous tiny staminate flowers, which I do not find desireable from an aesthetic viewpoint.

I have mine planted as a specimen plant in the lawn.
