I'm with loretta, prune it in the spring. Keep an eye on it, I have some stems that look dead, but at the base there is new growth. I have new growth on both plants. Especially with the mild winter. You don't say which variety it is, most are hardy except for the "Spanish" variety.

Where in NJ do you live? I bought identical lavender plants and planted half at my Dad's (in Middlesex County) and half at my house (in Sussex County). His made it beautifully through the last 3 winters and mine died over the first winter. A master gardener in my area says that it's because it's just colder enough here in Sussex that lavender is not hardy here.
