shallow root evergreen hedge

I would like to plant a hedge along one side of my yard (to block the view of a very dreary neighboring yard) There are drainage pipes directly under the area I'd like to plant over. Probably about 2 feet deep. I'd like a formal-looking hedge that is evergreen using a shrub that won't be stilted by trying to root past those pipes. Any help would be appreciated. A trellis or anything similar won't do as I have a huge pergola, an arbor and trellis already in my landscape. Thank you. Tina
