Peonys are best moved in August....
They have thick very brittle roots....so water the ground well before so you break as few roots as possible....don't re plant too deep or they won't bloom....the "eyes" where the shoots come out ( you will know because that's where the leaves come out of the root) need to be just under the soil.
Platycoden have a long tap root and are not fond of transplanting..you may lose some. I would wait until spring for them....unless you have to dig them to get at the peonys.

The Balloon flowers can be dug up, divided and replanted now. If they are tall, you'll probably want to stake them up in their new location so they don't fall over.

The Peonys prefer to be transplanted in the Fall. I'm thinking September ... though it could be later than that. Someone else might know what month ...
