Calling all garden experts for some advice on setting up a new grass lawn

We have just bought a house and have some garden space completely covered in wood chips.we want to replace the wood chips with a grass lawn and would like some suggestions on how to go about it:
1. Can we just remove the wood chips and place the grass lawn turf over the space after adding some water and fertiliser or will we need some tilling equipment after removing the wood chips?

2. Should we discard the wood chips or can we use them in any way e.g. Use them to create a garden path?

3. How long will it take to do this job in an area of approx 50metres?
