I believe you have posted the question 2x and you deserve some opinions. I am not into orderly gardens, so I would have a mixture of any of the really low junipers like blue rug and others of other colors. I especially like the blue star juniper. There is prostrate form of J. sabina (Blue Forest)? and a form of the Korean juniper that is lower and bluer than usual. I am not sure how the wonderful evergreen barberry,'William Penn' would fare and also, you should consider some of the low, deciduous cotoneasters, especially those with red berries. many have brief white flowers. In my neighborhood a person has planted a row of Fothergilla 'Mt.Airey'in their SW exposure that are covered with white flowers briefly in spring and an unreal scarlet color briefly in Fall.

If the soil is deep enough you could try a boxwood there are round forms variagated types pyramidal forms Fasigated tall narrow forms also. For perennials that are no fuss Iris and daylilys bulbs daffodils and muscari or grape hyacinth and mums-don't remove them just cut them back and they will return next year. The bulb foliage must remain until it is good and dry and can be pulled up easily or you risk no flowers or small ones next year. The daylilies can help cover up the bulb foliage. Consisder dwarf nandina for a short evergreen(Red in winter!) only18 inches tall!
