Juniperus is very reluctant to bud back unless there is viable growth on the branch. Another way of putting it is Juniperus usually only backbuds behind the living foliage farthest from the trunk. This is why you must leave some foliage on the branch when pruning junipers, or you'll almost certainly lose the branch. Insect damage would be no different.
