It's not a fungus. The Euonymus has Euonymus scale and will require a few treatments to control. Cut the dying euonymus down to 6" and fertilize. The Rhododendron has lacebug, which is easily controlled with 1 treatment, wetting the undersides of the leaves. Horticultural oil is the least toxic treatment for both of these pests.
