Unknown Insect (PIC) on Tomato Stems

See attached picture.

It's an insect that's on my tomato plants and groups of them. There are hundreds.

So what is it and do I need to try and get rid of them?

It's the desert here so not too many common garden bugs. I have no clue what these are.

Any advice appreciated.
