The spray I athink you are referring to is Dormant Spray. You will have to have a spray container and then mix the two bottles of dormant spary together and spray the bushes. This must be done before the leave come out.

try spraying with a mixture of dish soap and water..about 1 tbsp to a gallon and you can purchase ladybugs at your local nursery. they work really well and will control the problem for years. try not to spray and lot of chemicals in your yard...if affects your insect and bird populations....sometime not in a good way
