The picture is too out of focus to see the bugs/spots clearly. If they are bugs you should be able to squish them with your fingers. If you brush the plants with your hand (lightly shake) do you see some white bugs fly away? They kind of look like whiteflies...but hard to tell from the pic. Feel the leaves and see if they feel sticky and look at the underside, particularly around the veins for bugs.

If they are whiteflies and you need to control them via chemicals you can use an insecticidal soap or malathion. Remember to get the underside of the leaves where the eggs and adults are. This will have to be continued every 4 days (length of time from hatch to laying eggs) for a little while.

*edit* I forgot to mention that the eggs don't hatch in 4 days, that can be weeks away so you will have to monitor it.
