Is your grass growing? I sowed some strawberry clover (similar to white clover but better adapted to alkaline soils) and it greened up about the same time as the grass.

If you used any weed and feed products (since this is the organic lawn forum, that's not likely), those will kill clover.

Clover should survive the winter. How long has your grass been green?

I am not only not seeing any of the White Dutch Clover growing here yet I'm not even seeing much grass start to green up. Clover likes a warmer soil to grow in than grass needs so be patient and it will come back.
