I'd start them now. I hope to start mine in the next two days. Don't start them outside. Start them inside. I normally lay my tubers on their sides, 3/4 of the way covered by moist potting soil. They MUST be kept warm, and it helps that they have light. WARMTH is important to get them started sprouting.

Once they sprouts are about 4 or 5 inches long I break them off the tuber and stick them into potting soil to continue growing while the tubers sprout more sprouts.

Only plant your sprouts after the soil and climate are completely warm. It doesn't pay at all to rush things, as a chill, after planting will actually set them back more than if you had waited. I actually planted some on April 17, last year, and others on June 17. The later planting caught up with the first!

I'm glad you posted this. It reminded me that I have a sweet potato to start from my ornamental vine last year. Perhaps I can start it the same way.
