Keeping the ground level while seeding

I've seeded our rather large backyard in bits and pieces last autumn so that we could use the part that had mature grass while keeping off the sections newly seeded. Consequently, the ground is very uneven. I plan to add a 1/4" of soil and compost to the low parts over time to try to get it more level.

Now I am digging up the side yard and would appreciate any advice on how to keep the ground level as I seed it in September. Do you just eyeball it?

The property is flat.
