Whole leaves, laying on top of a newly seeded area, can keep the germinating seeds from getting access to the sunlight those newly germinated seeds need to continue growing. While mulch mowed leaves are really good for the soil, whole leaves aree not so do what you can to keep them picked up from that area.
Raking and mowing would not be a good idea, although gently blowing them off might work.
