When is the best time or temperature to use seeds to repair bare spots and lawn damage? I ask for temperature instead of month because it is doesn't cool down until late october here.

Do you know of a good formula to keep the mixture of mulch and seed moist for germination? It's a perennial rye and blue mix which should germinate relatively quickly. But I usually don't have good luck to keep the seedlings alive due to lack of water, and I don't want to water the rest of the lawn that often because it might cause fungus.
