Fertilizing

I'm in Delaware Co. I've just planted some spring annuals (Impatiens, English pompoms, and pansies) and some summer seeds and bulbs (Marigolds, freesia, glads, ranunculus, helichrysum, and baby's breath). I also planted Japanese bayberry crimson as a hedge.

What is a good fertilizer to use? And when should I fertilize? The soil is pretty average. I just moved here in the Fall. I did a store soil kit (wanted to have done at coop extension, but was too impatient), and it's low in everything.
