Chopped straw mulch sources

So, I am trying to stay away from the black plastic mulch that I had used in years past and was hoping to use an organic mulch - possibly one I could rake into the soil at the end of the season - rather than throw it out.

I used paper mulch this year and with all the wind and rain we had, it got pecked at by birds, and torn by the high winds, and is now useless - I ripped up what remained of it yesterday.

I want to use straw, but would prefer the chopped up stuff. I know it's available in the area since I see landscapers use it for sowing new grass seed, but have no idea where to get it. Does anyone else in SE PA have a source for it?
