Are they maybe box elder bugs?

No, I think they are smaller and their backs are all orange (like they have 2 small orange wings on their back). If I figure it out I'll let you guys know.

Actually, I described them wrong. They are small and orange wuth a little black on their back. I just found a bunch all over a lotus tree.
