I think it will most likely come back from the roots - perhaps in late May - just be patient.

I have rooted P. coccinea several times and it depends on a lot of factors - some of mine rooted in the greenhouse in about 2 months, whereas, stuck in a damp spot in the yard, they rooted in about one month.

I grow Lavendar Lady in OKC, zone 7a. It always dies back here over winter, so Kayjones is correct. Mine takes a long time to emerge, usually around June. Once it does it grows rapidly. Yours should come up earlier than mine.
