Can't say for sure what is wrong, but if it's any consolation mine in San Diego, CA looks very similar. Nitrogen or iron might help to green it up a bit, but I think its nature is to be pretty light green. Also, mine flowered a bit last year, but this year nothing, I'm hoping / assuming that it will bud-up soon, similar to "Ruby Glow"/Pheonicia.

Thanks. It dropped a few more mature leaves but is now putting out a tremendous amount of new growth, no buds though. I gave it some epsom salt and chopped up banana peel along with it's regular fertilizer to see if that might green it up a bit. This is my only variety that looks pathetic. If it doesn't improve I'm not wasting greenhouse space on it this winter.
