That looks a lot like powdery mildew followed by bug damage. I could be wrong and will wait for someone else to speculate.

Did you get rain recently? Powder mildew seems to show up in my garden following a rain. Yet, it hasn't been a problem.... yet.

I agree with Bon's assessment of the white powdery substance being powdery mildew. You can treat it with a fungicide listed for use on okra. The holes? They could be almost anything. In my garden right now, it would be baby grasshoppers munching on the leaves. If you keep your eyes open, especially in the early mornings and in the evenings, you'll likely spot whatever is eating the holes in the leaves.

The spotting on the leaves that is tan? That probably is one of the many leaf-spotting diseases which plague okra. I just ignore them. They've never done enough harm to any okra plant I've ever grown to interfere in its productivity.

Of the three issues, the powdery mildew is likely the only problem that needs to be treated.
