Probably the older one has gradually sunk lower in the planting hole. Peony "eyes" need to be very close to the surface--like 1/2 to 1 inch from the soil line--or they won't bloom well, sometimes not at all. If you can dig up a monster rootball, you can lift it out and add some dirt -- maybe 3-6 inches to the bottom of the hole, and drop the rootball back in. Or dig a new hole and drop the rootball into the new hole, making sure those reddish "eyes" are right at the surface (cuz the whole root ball will sink a bit again every time it rains). Assuming you planted it in sunshine and remember to water it occasionally during the dry season, it should start blooming good the next springtime.

At least that is what I did to the peony that came with my older style house. It has been a showpiece of the spring garden since I did that.
